MAINE HOUSE LABOR VOTES 2004
NOTE: The chart below
covers thirteen key votes of importance to working families in Maine cast by
Maine representatives at the 2004 session of the Maine Legislature. It
gives the name, party affiliation, home town and Legislative District of
each of the 151 members of the Maine House. The names are arranged
alphabetically.
An "R" indicates a "right" vote and a "W" indicates a "wrong" vote. The
number at the top of the column indicates the measure that was voted on.
The columns, to the far right, indicates the percentage of "right"
votes cast during the 2003 session, "right" votes cast during the 2004
session, the combined percentage of "right" votes cast in 2004-2004, and
the lifetime percentage of "right" votes cast by that Representative. The percentage is based on total
votes actually cast. If the representative is absent or excused there
is an "X". The material "Labor Vote Information" below provides a
brief description of the measure vote on, the Legislative Document (LD)
number, the roll call number in the Senate (SRC) or in the House (HRC).

representative on the chart - hold down the control (CTRL) key and at
the same time hit "F" on your key board. The "Find" dialog box will
pop up on your screen. Type in the last name of your
representative, click "find" and the computer will find the name on the
chart and highlight it in reverse type. A number of representatives have
the same last name. If the first one found is not your representative,

LABOR VOTE
INFORMATION
(1) LD 673, SRC428, HRC407, An Act to Increase Maine’s Minimum
Wage-Bill will increase the state minimum wage by ten cents in October of
this year, to $6.35, and fifteen cents in October of next year, to $6.50
(enacted).
(2) LD 1318, SRC368, HRC402, An Act to
Provide Collective Bargaining Rights to Certain Forest Products
Workers-Bill gives individual forest products harvesters and haulers the
ability to voluntarily bargain collectively with forest landowners and
creates a board to oversee the bargaining process (enacted).
(3) LD 1344, SRC378, HRC411, An Act to Give
Teachers a Greater Voice in School Improvement-Bill would allow teachers
to negotiate issues such as preparation, planning time, work assignments,
and procedures for teacher evaluations (failed).
(4) LD 1433, SRC283, HRC345, Joint
Resolution Memorializing the President of the United States And the
Congress of the United States to Ensure the Protection of Civil Liberties
and the Security of the United States (adopted in House and Senate).
(5) LD 1722, SRC262, HRC334, An Act to
Clarify the Prevailing Wage Law-Bill requires that, in state and federally
funded construction projects, the prevailing wage would be the higher of
the federal or state rates (failed).
(6) LD 1815, SRC296, HRC360, An Act to
Establish the Maine Jobs, Trade, and Democracy Act-Bill creates the
Citizen Trade Policy Commission and strengthens Maine’s voice in future
trade agreements and the effects of these agreements on local democracy
and the economy in Maine (enacted).
(7) LD 1890, SRC374, HRC448, An Act to
Ensure Disclosure of Prescription Drug Prices-Bill requires that
manufacturers doing business in the state report and certify to DHS for
each drug the actual average wholesale price, wholesale acquisition cost,
average manufacturer price, and the best price as defined by Federal law
(enacted).
(8) LD 1899, SRC322, HRC423, An Act to
Amend the Dissolved Oxygen Standard for Class C Waters-Bill maintains
adequate water standards behind impoundments and protects the paper mill
jobs (enacted).
(9) LD 575, HRC309, An Act to Encourage
Workers’ Compensation Dispute Resolution-Bill would encourage workers’
compensation dispute resolution prior to mediation and hearing by offering
surcharges on employers when employees attain or retain more benefits than
the employer offered prior to mediation. The surcharges would be used to
defray the costs of the workers’ compensation advocate program (failed).
(10) LD 616, HRC338, An Act to Provide Safe
Staffing for Patients and Retain Registered Nurses-Bill would evaluate
minimum staffing requirements on all hospitals based on number of patients
(enacted).
(11) LD 673, HRC419, An Act to Increase
Maine’s Minimum Wage- see (1) above on this list.
(12) LD 1745, HRC438, An Act to Exempt
Unemployment Benefits from State Income Tax-Bill would have exempted
unemployment benefits from income for computing Maine income tax,
beginning January 1, 2004 (failed).
(13) LD1903, HRC413, An Act to Further Implement the
Recommendations of the Commission to Improve Sentencing, Supervision,
Management, and Incarceration of Prisoners-Bill attempts to shorten prison
sentences to relieve overcrowding as well as creates prison support and
community corrections jobs (enacted).
